RTI Standard Questions.........


It is seen that the Central and State Govts, municipalities, time and again are pregnant with Policies, schemes and projects which ordinarily are unwarranted, self impoverishing, fanciful, and serve the interests of Corporate Houses and multinational giants and which mainly involve huge public money. I am talking about proposed introduction of Sex education and distributing condoms in schools to control spread of Aids.I am talking about Govt’s free distribution of condoms and installations of Condom vending machines so that people can have safe sex though that may perpetuate illegality and immorality in the society. I am talking about Sethu Samudram project which in fact does not involve building up of any Sethu but breaking of one. I am talking about Indo US Nuclear deal which ostensibly will secure ours cheap energy need despite the acknowledged fact of the presence of a strong cartel of uranium supplying nations which may positively jeopardize our billions of dollars of investment and our desire of cheap energy may translate into real nightmare.I am talking about Govt refusing contract to a successful bidder because he has quoted a price which is very very less.I am talking about MPLAD which legitimizes the indifferent and inefficient municipal bodies. I am talking about Rs.72000 Crores of loan waiver for farmers.I am talking about JNNURM which again legitimizes the self creating bankruptcies of our municipal bodies. The bonanza given under SEZ.I am talking about proposed ban on plastic bags which supposedly choke drains which ultimately cause flooding. This legitimizes the negligent municipal bodies that are unable to cover up and clean drains. Let us talk tough with Pakistan and China which legitimizes our spending fortune on imported beast war machines.The list is endless.Unfettered discretion is the principal source of this ‘creativeness’.

Yet, forms of accountability may differ but the basic idea remains the same that the holders of High Political Office having access to State Purse must be able publicly justify their exercise of power not only as legally valid but also socially wise just and reasonable, chiefly designed to add something more to the quality of life of the people. Every Legislative, Executive and Judicial exercise of Power must therefore depend on this ideal for its validity. The idea behind this write up is to frame some Standard questions that may be asked in RTI. Like for example.
1) What are Constitutional and Statutory power of the Central/State Govt/Municipality to introduce above project/scheme.

2) Name of the Committee or name of the person/persons who introduced or proposed this Project/ scheme. In which year it was conceived.
3) Name of the Experts who were consulted on this project/scheme. What are the apprehensions/objections raised by these experts and detail about how the Govt/Municipality met with those apprehensions/objections
4) What other alternative options available and explored to attain the objectives set out in the project/scheme.
5) What necessitated the conceiving of the project/scheme. What is the chief objective of conceiving.

6) Name of the Experts whose names forms part of the Govt.record.

7) Is it obligatory for the State to obtain opinions/objections from the Public for the above project/scheme. If yes, whether any of opinions/objections sought. Specific details of opinion and objections if any received.

8) Whether Legal opinion has obtained from Law & Juduciary Dept or any other relevant Dept before introducing this project/scheme/ law/rule.
