However India’s National policy for children says, “The Nation's Childrens are a Supremely Important Asset. Their Nurture and Solicitude are our responsibility. Children’s Programmes should find a prominent place in our National plans, for the Development of Human Resources, so that our Childrens grow up to become Robust Citizens, Physically fit, Mentally alert and Morally healthy, endowed with the Skills and Motivations needed by Society”, Yet the reality is cruelly hollow.
A continuous source of guilt, shame, annoyance to witness Childrens begging for alms at every other corner of traffic signals, railway stations, at places of worship; Infants sleeping, playing on the Footpath, roofless and rootless exposed to extreme heat, cold, Rains and hazards of worst Vehicular Pollution. Foreign tourists laugh and take photographs. Violence on streets has become order of the day.
Sometimes it appears nothing short of a miracle how these tiny tots survive amidst so manifestly apparent life threatening conditions.
Gross anomalies in societal front has penetrated to the extent of anomalies ceased to be considered anomaly.
The princely lives of our Constitutional functionaries gives an idea that India has overcome all ills and poverty been consigned to history.
We are Guilty of many errors and many faults, but our worst crime is abandoning the Childrens, neglecting their foundations of Life.
The Hon Courts have time and again voiced their deep concern & has passed orders and given directions only to be put in cold storage by the Govts while maintaining that they are seized of the matter.
Some of the landmark Judgments for profound welfare of childrens include :
M C Mehta Vs State of Tamilnadu [(1996) 6 SCC 756; 1997 SCC 49]
N Bhageerathan Vs State [1999 Cr LJ 632(Mad)]
Bandhua Mukti Morcha Vs Union Of India [(1997) 10 SCC 549]
Mohini Jain Vs State Of Karnataka [(1992) 3 SCC 66]
Unni Krishnan Vs State of A.P. [(1993) 1 SCC 645]
Vishal Jeet Vs Union of India[(1990) 3 SCC 318;1990 SCC (Cri) 543]
May I request this Constitutional functionary of my country to have a joint inspection of streets of their jurisdiction area and apprise themselves to the living conditions of our childrens?
Yet passing of Orders is not sufficed and the Judges must ensure that their Orders are complied with. What is the use if Orders passed are not implemented? The Govts may be directed to update its Website about Directions of the Court so given and action taken in pursuant thereof.
Merely throwing more money in annual Budget and enacting laws will not solve problem.
Accountability of every Public Official is a prerequisite.
In a Democracy some discipline has to be maintained about mans’ dignity.
This write up is proposed to sent to all the Constitutional Functionaries of India comprising Parliamentarians, Chief Ministers, Chief Justices, Prime Minister Mr. Manmohan Singh and to the President of India Smt. Pratibha Patil; and the writer is curiously looking for men of Wisdom who refuses to tolerate this human indignity.
